Tox is not only open source, but primarily libre software. :)

There isn't really an SDK - toxcore (and build on top of it toxav) is
a library that you can use to connect to & use Tox network. Note that
"Tox network" is something that can be created even on LAN, without
access to the internet.

There are working wrappers for toxcore for ios and android.

Yes and no.
Currently there's no group video calling, only 1 on 1 A/V calls and
group audio calls.

Since current groupchats implementation is rather flawed, there's
going on rewrite of them, and some people want to rip out the audio
bit from groupchats, as soon as just the text communication will be
ready in new groupchats.

With that being said, it is possible to e.g. have multiple 1v1
audio/video calls - this could be used to emulate behavior you're
looking for.
