[Tcs] Closing shop

Hi everyone,

The board has unanimously decided that due to the lack of 
interest/active participation, the TCS committee will be disbanded. All 
duties previously carried out by the committee will be taken over by 
the board. Aside from that, the process will be left unchanged; all 
modifications to the TCS will still be done through pull requests on 
github, and the board will still engage in active discussion with all 
interested parties before coming to any decisions.
