[Tox Support] Why no bootstrap nodes serving on port 443/80?

Ok, so the list of bootstrap nodes is not updated dynamically in the
clients... 

I've tried with Ricin (from source) and utox (from pkg.tox.chat.) utox
is updated to the latest available version. I'll try installing the
latest code from github for Ricin for now to see if things start
working.
