[General] Want to introduce: libToxTun

Hi Johannes,

this is awesome!
I wanted to build something like a fusion of syncthing [0] and
retroshare [1] for tox. It should be super convenient and a new way how
everyone shares and access files. Unfortunately my C-skills are too poor
an I concentrated on other stuff.
Your tool might help me :)
