[Dev] Urgent/ Tox for IRAN

Dear Tox Team
We are a group of activists from Iran, currently Iran is facing an uprising revolution and within past two months nearly 402 people lost their lives including 58 innocent children, all of them has been killed brutally by the Islamic Republic forces and riots police, the internet has been shutdown in most regions and the network is currently an internal Ethernet which people can only use to have access to servers inside the country. In some region regime has cut off the power lines and started a brutal massacre in small cities.
Our software development team wants to adapt Tox for this kind of isolated networks in order to make people able to communicate safely with each other and also with the outside world.
We would like to know if there is any case study or documentation about censorship resistance and client security of the Tox network and also if there is any work around to bypass deep packet inspection.
Since we are running out of time I would be very grateful to hear from you as soon as possible.
