[Dev] Arm build machine

Due to lack of use, I have decided to decommission the arm build slave.

This will happen ~one month from the date of this email.

The jenkins builds will simply be mothballed in case we ever decided to
target an arm platform again.

NB: this does not affect android which is built on the 64 bit slave via
crosscompile toolchains.
